Administrative Justice wins the 2024 Digital Agenda Award with the best innovative project: “Business Intelligence and Artificial Intelligence Platform.”

Net Service is pleased to announce that the General Secretariat of Administrative Justice of the Council of State has won the 2024 Digital Agenda Award with the best innovative project, “Business Intelligence and Artificial Intelligence Platform,” in the category dedicated to Central Public Administrations.

Net Service (partner) was part of a temporary consortium led by IBM (lead contractor), with N&C as the other partner. Together, they collaborated with the Council of State to make this project a success, bringing in deep domain expertise, research centers, and specialized competence centers in the field of Artificial Intelligence.

Net Service was specifically responsible for the semantic search component of the project, delivering an advanced solution based on natural language processing (NLP) models to support the work of Administrative Justice. The system was designed to significantly enhance legal research, allowing magistrates and legal professionals to formulate queries in natural language. This capability goes beyond traditional keyword-based search, offering a more intuitive and concept-driven approach centered on legal meaning rather than word matching.

The system implements a semantic model that generates vector representations of legal texts, compares content, and assigns similarity scores to relevant documents. Through this technology, the project has demonstrated the ability to identify pertinent judicial precedents, making the research process faster and more accurate.

Another major achievement is the system’s ability to highlight relevant judicial precedents. It supports judges in maintaining consistency and strength in their rulings by identifying legal interpretations previously adopted in similar cases. This represents a key step towards greater uniformity and quality in judicial decision-making. The project has shown its transformative potential for Administrative Justice, paving the way for future operational implementation that could further refine the outcomes and promote large-scale adoption.

With the development of this platform, the Council of State won the 2024 Digital Agenda Award from the School of Management of the Politecnico di Milano, which recognized it as the most innovative project. Technologies such as AI and GenAI, when combined with domain expertise, deliver impactful results and enable continuous improvement—making administrative justice more efficient, accessible, and transparent for citizens and businesses alike.

This prestigious recognition was made possible thanks to the foresight of the Administrative Judiciary, which has long pursued a modern, innovative, and strategic approach to organizational processes and technological innovation.
